I was trying to figure out this problem:
Would it be a good idea to change SS/medicare taxes to 20% of earned income and make a law where government can't barrow from the fund?

I was thinking maybe then we could have a surplus of money again paying current needs and future. This wouldn't work though without the law with no barrowing.
